Anyone using iCloud on a Windows 10 computer is currently running into problems.
The last Windows 10 update was already mixed anyway, now there are problems under Windows 10 Update 1809 and Windows iCloud Version 7.7.0.27: Microsoft states that Apple has determined that shared photo albums are not synchronized or are incorrectly synchronized.
Simply wait for the updates.
Until the problem is solved, the installation on Windows will now be blocked, so you can’t update to 7.7.0.27. Or, if you have already done this, but have not yet installed Windows Upate 1809, this will be prevented. So Microsoft doesn’t want to see both new software versions on one computer until the problem is solved, probably a smart decision.
